Honestly...
This report is just another load of old blox. My daughter attended a nursery from the age of 6 months to starting school. She has not turned into an asbo case and as far as I know none of the other little kids have either.
Give credence to blox producing idiots and you get blox.

I'd say it depends on the nursery school, like all things there's good and bad.
But I do agree the wording is confusing. Journalism - PAH! 
What worries me more is that they force lone parents out to work to try to earn enough money to afford child care, then have to give them in-work benefits and subsidise the child-care, because there are not enough suitable well paid jobs. When, in fact, for much the same overall cost, they could give the same benefit and subsidy to the parent and let them stay at home to look after their own children.
Think of the saving in the salaries by sacking the involved bureaucrats, alone.
I have to work for my kids to eat, therefore they have to go to child care until they're old enough for school.
My oldest was in child-care from 6 months old and now goes to school full-time and he's a lovely kid... my youngest has only been in child-care since he was just 2 and **he's** the one who'll be in plenty of trouble before his time is done...

It's a lot of scare-mongering. Depends on too many other factors, including as you said which nursery it is, what home life is like anyway, what the individual kids are like, etc.
You could say exactly the same things about kids who go to school.
